However, these traditional methods, while valuable, often operate without clearly defined mentorship structures. Much learning takes place through the informal interventions of supervisors, the guidance of senior colleagues, and peer support. Even the contributions of junior officers and subordinates cannot be overlooked. In many cases, individuals rely heavily on precedent, best practices from other environments, and the adaptation of templates—learning by doing when resources are limited.
